On May 7, Negros Occidental School of Arts and Trades (NOSAT) was established by virtue of Republic Act 848 authored by Rep. Carlos A. Hilado.

1977
On August 1, the name NOSAT was changed to Negros Occidental College of Arts and Trades (NOCAT).

1983
On June 10, by virtue of Batas Pambansa Blg. 477, NOCAT amalgamated with Bacolod City National Trade School (BCNTS) and Negros Occidental

1994
By virtue of Republic Act 7707 authored by Rep. Carlos V. Lacson of the 3rd District of Negros Occidental, Paglaum State College was renamed Carlos Hilado Memorial State College (CHMSC) in honor of Rep. Carlos A. Hi

1995
During the term of Mayor Alfredo L. Montelibano, a 1.6-hectare land at the Fortune Towne housing site in Brgy. Estefania, Bacolod City was donated to CHMSC to house the former NOPCC. This became the CHMSC Fortune Towne Campus.

2000
On November 24, Negros Occidental School of Fisheries (NOSOF) was converted into a CHED-supervised institution and by virtue of CHMSC Board of Trustees Resolution No. 46, series of 2000 it was made part of the growing CHMSC community. The amalgamation process was only considered complete in 2014 when the school’s budget under the General Appropriations Act (GAA) was unified with CHMSC’s entire budget.

2012
Under the visionary leadership of President Renato M. Sorolla, CHMSC launched the Green CHMSC Movement and hosted the 1st Western Visayas Green Summit and signed the Bacolod Declaration of Commitment to Education for Sustainable Development. This pioneering effort paved the way for CHMSC’s transformative journey of the following pillars towards becoming: Green Community (extension), Green Culture, Green Curriculum, Green Research, and Green Technology.

2018
In January, E.B. Magalona Vice Mayor Robert F. Acaling and his family donated a three-hectare lot in Barangay Alicante, EB Magalona. This will serve as a Research and Extension Training Center in the meantime. It will be named CHMSC – Jesus Fermin Campus in honor of Jesus Fermin, the late grandfather of the donor.

2019
On January 15, House Bill No. 8732 of the same title as SB 1919 was filed in the House of Representatives by Bacolod Lone District Representative Greg G. Gasataya, 3rd District (which includes Binalbagan) Representative Alfredo “Albee” B. Benitez, 5th District (which includes Talisay City) Representative Alejandro Y. Mirasol, and 14 other representatives per Committee Report No. 1011.

2020
Renato M. Sorolla retired as SUC President III on July 8 after completing two terms. Former Vice President for Academic Affairs, Norberto P. Mangulabnan, PhD was elected as the 6th President of Carlos Hilado Memorial State College.

2022
On May 12, by virtue of CHED En Banc Resolution No. 209-2022, the Republic Act 11336, and CHMSU BOR Resolution No. 18, Series of 2022, the CHMSU Board of Regents approved the conversion of Carlos Hilado Memorial State College into Carlos Hilado Memorial State University and the conversion of the Board of Trustees into Board of Regents.

2024
CHMSU joined 1,300 organizations, including UN agencies, civil society, youth organizations, and the private sector, in UNESCO’s Greening Education Partnership. This community provides countries with essential tools for strengthening education’s role in tackling climate disruption.
